Overview
Barry Turner & Son was appointed to undertake a high-profile refurbishment and fit-out of an FCDO office space. The scope included modernising internal walls, ceilings, finishes, and delivering a bespoke lighting solution that balanced aesthetics, sustainability, energy efficiency, and compliance with government standards. Our aim was to respect the institutional nature of the building while injecting modern performance and visual quality.
The works included comprehensive redecoration, installation of advanced lighting systems, and the integration of high-efficiency LED fixtures designed to meet strict sustainability and compliance standards. By blending modern lighting design with heritage detailing, the project elevated both functionality and aesthetics — demonstrating how energy-smart systems can enhance historic and institutional environments.


The Challenge
The existing FCDO interiors suffered from outdated lighting systems, inconsistent illumination, and inefficient energy performance. Many fixtures failed to meet current government expectations for energy reduction, and there was limited ability to control lighting dynamically based on occupancy or daylight levels.
This challenge was compounded by the need for full compliance with government and building regulations while maintaining the daily operation of an active institution. The project demanded precision, coordination, and a deep understanding of both energy performance standards and architectural design requirements.
The Solution
Barry Turner & Son implemented a complete lighting and interior transformation plan focused on efficiency, control, and compliance.
The lighting strategy centred on high-efficiency LED systems that deliver excellent colour rendering, low heat output, and long lifespan — aligning with the UK Government’s Lighting Technology Guidance for low-energy performance. Each luminaire was selected to balance illumination quality with sustainability, providing consistent, glare-free light across working areas and corridors.
Smart sensors and IoT-enabled lighting controls were introduced to dynamically adjust brightness based on occupancy and daylight levels. Studies show that such systems can reduce energy consumption by up to 80% when properly implemented (arXiv). These integrations ensured that every lumen of light was used purposefully, supporting the FCDO’s drive toward environmental responsibility.
All fixtures were designed and installed in accordance with UK Building Regulations, which state that at least 75% of fixed lighting in new or refurbished buildings must be low-energy and deliver a minimum efficacy of 45 lumens per watt (Lowe & Oliver).
In addition to lighting, the project encompassed ceiling reconstruction, bespoke wall detailing, and decorative finishes.
